In ancient Rome the forum was a central meeting place surrounded by governmental and judicial buildings as well as temples. The forum was a place to conduct business and to socialize. This original sense of "forum" entered English in the mid-1400s. By the 1700s "forum" had gained the sense of "a means of open discussion," though it took about 250 years longer for that to include the kind of forum you would find online.
